China News Service, August 9. According to Japan News Network, a final report by the Japanese government said that in Japan's space development strategy, the independent development of the global positioning system (GPS) will become the top priority.

　　The global positioning system currently used by Japan is borrowed from the US system. In order to avoid being restrained by the US in the field of intelligence systems, the Japanese government has been planning to develop a GPS system by itself since last year. At the space development strategy headquarters meeting chaired by Prime Minister Naoto Kan on the 8th, the Japanese government finally determined the GPS development plan and positioned it as "the most important issue of Japan's space strategy".

　　According to the final development plan, the research and development of GPS systems, which are currently carried out separately by various government ministries and commissions, will be managed and undertaken by the Cabinet Office in a unified manner. Japan will first launch four quasi-zenith satellites in order to improve the US GPS system and increase the coverage and accuracy of the system in Japan. Subsequently, three more quasi-zenith satellites will be launched to build Japan's own GPS positioning system.
