The vehicle may be in a place where the GPS signal is blocked (such as an underground parking lot, garage, etc.) or the GPS antenna may be obstructed by metal objects.

If the light is on, it indicates normal power on, if the red light is constantly on, it indicates normal GPS positioning, and if the red light is flashing, it indicates no GPS positioning.
